This link relates to the Black Hawk County Soil and Water Conservation Commission

During the Spring of 04 many of the road in Black Hawk County were damaged by heavy rains.  No-till Residue from extended, non-terraced hillsides accumulated and was carried into culverts and small bridges.  The residue buildup plugged the openings causing water to overtop and erode the roadway.  The following are sample photos from Big Rock Road in the NE sector and Reinbeck Road along the Southern sector.
