JOB SUMMARY:
This position establishes goals and objectives and provides administrative leadership for Human Resource Services consistent with goals and objectives of the College. Oversees development and implementation of plans and budgets for departments within the Human Resource Services Division Personnel and Public Safety & Emergency Management. The successful candidate will be committed to promoting diversity and inclusion. Supervises and develops staff. Advises the President and administrative staff in matters affecting human resources management. Serves as member of the President’s confidential staff and performs special projects for the President.
ESSENTIAL JOB FUNCTIONS:
Important responsibilities and duties may include, but are not limited to, the following:
- Provides leadership and direction in the areas of human resources, staff development, equity, and public safety and emergency management.
- Designs, administers, and actively participates in the recruitment and selection process for academic, administrative, and support staff positions.
- Provides guidance/counsel to supervisors and managers and supervises/participates in investigations and resolutions related to discipline, grievances, and unemployment hearings.
- Supervises/participates in the investigation and settlement of discrimination and harassment complaints by coordinating with local, state, and federal agencies and legal counsel as needed.
- Provides leadership and oversight for the development of job descriptions and performance management.
- Directs, manages, and oversees the implementation of personnel policies and procedures.
- Supervises/Co-Chairs and/or acts as the Chief Negotiator for the collective bargaining process.
- Serves as the College’s Equity Coordinator, Affirmative Action Officer, and Title IX Coordinator for employees.
- Develops and administers personnel policies of the College to ensure equitable application.
- Oversees wage and benefit compensation to assure equity in salary administration.
- Annually updates the Affirmative Action Plan and provides leadership to address underutilization.
- Supervises and evaluates staff to maximize human resources.
- Facilitates committees, teams, and ad hoc groups designed to informally address Human Resource Services issues.
- Provides oversight for new employee orientation.
- Plans, designs, and implements a comprehensive management development program.
- Identifies specific organizational learning and development needs and design intervention strategies.
- Assists employees with problem solving interventions.
- Performs other related duties as assigned by the President.
QUALIFICATIONS:
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, organizational development, or related field and seven years of progressive leadership experience in human resources or an equivalent combination of education and experience.
- Knowledge of human resources management practices and procedures.
- Knowledge of federal and state statutes related to human resources.
- Knowledge of budget administration and fiscal management.
- Ability to establish and carry out uniform polices and procedures for: affirmative action, diversity, employee development and training, employee relations in a unionized setting, recruitment and selection and, wages and compensation.
- Knowledge of applicable collective bargaining statutes and processes.
- Ability to establish and maintain effective working relationships with diverse groups, faculty, staff, students, and the public.
- Ability to build consensus and work in a collegial manner.
- Demonstrated ability in problem solving and conflict resolution.
- Ability to establish and maintain policies and practices.
- Tolerance for differing points of view, as well as excellent written and oral communication skills.
- Ability to motivate individuals and groups.
- Demonstrated computer skills and knowledge of Microsoft Office and Google programs.
- Demonstrated ability to work in a team environment.
PREFERENCES:
- Specialized training in employment law, compensation, organizational planning, employee relations, safety, training, and labor relations.
- Active affiliation with appropriate Human Resources networks and organizations.
- SHRM Certification(s).
