Education and Training Voucher Program
The Education and Training Voucher (ETV) Grant is a federally-funded program to provide post-secondary education and training opportunities to students who are currently or who have been in foster care.
Grant awards are sent directly to Hawkeye and can be used to pay for tuition/fees, room/board, book/supplies, and personal/living expenses.
In the event that available state funds are insufficient to pay the full amount of each approved grant, the Iowa College Student Aid Commission has the authority to administratively reduce the award.

Resident of the State of Iowa
United State citizen or national, or U.S. permanent resident or other eligible noncitizens (as stipulated for Federal Student Aid eligibility).
Enrolled in at least 3 credit hours in an undergraduate degree or certificate program.
Student must one of the following:
under the age of 18 and currently in licensed foster care under the care and custody of the Iowa Department of Human Services or Iowa Juvenile Court Services and will remain in placement to within 30 days of his or her 18th birthday.
under the age of 18 and currently under Juvenile Court order to live with a relative or suitable person and will remain in placement to within 30 days of the student's 18th birthday.
currently between the ages of 18 and 23 and was in one of the living situations described above until the age of 18. Student will be under the age of 21 on the day of he or she begins college.
previously in Iowa foster care and was legally adopted after the age of 16. Student will be under the age of 21 on the day he or she begins college.
Student must be under the age of 21 the first time they submit an application for the Education and Training Voucher Grant and begin attending college. Students can be funded until the age of 23 provided they were participating in the Education and Training Voucher Grant program by age 21.
Students must submit an application each year. No awards are renewed without a current application on file.
The Iowa College Student Aid Commission will provide award notices to Education and Training Voucher Grant recipients. The award notice will clearly indicate the award maximum.
