Residency Policy

When you apply to Hawkeye Community College, you will be classified by the Admissions office as a resident, non-resident, or international student for admissions, tuition, and fee purposes.

It is your responsibility to request reclassification for residency purposes.

The decision of residency is based on the relevant information you provide. You are responsible for proving resident status. You must pay non-resident costs until you request and verify your resident status.

Students under the Age of 18

Minors are considered students under the age of 18. Parents include legal guardians and individuals who have legal custody of the student.

Your residency will follow that of the parent(s) you reside with, unless you can prove emancipation. Your parents must reside in Iowa for at least 30 days and be registered to vote prior to the beginning of the semester you would like to enroll in at Hawkeye.

Proof of Residency

When considering you for resident status, Hawkeye will first consider the reason you are in Iowa and the length of time you have resided in Iowa. If the primary reason you are in Iowa is for educational purposes, you will be considered a non-resident. It is your responsibility to prove you are in Iowa for reasons other than educational purposes.

You must complete the Request of Residency form for classification as a resident of Iowa from the Student Records and Registration office 30 days prior to enrolling in the next semester.

Hawkeye may require proof of residency and reasons for being in Iowa. This may include written documents, affidavits, verifications, and other evidence that prove:

  • your fixed, permanent, and principal home
  • emancipation
  • adoption
  • legal custody or appointment of guardian

You will be required to submit at least two pieces of evidence to the Director of Student Records and Registration or other Hawkeye official. No two pieces of evidence can be the same. Acceptable documentation includes, but is not limited to:

  • a written and notarized documentation from an employer that you are employed in Iowa or a signed and a notarized statement from you describing your employment and sources of support. Sources of support may include paycheck stubs.
  • a State of Iowa income tax return.
  • a State of Iowa driver's license or State of Iowa non-driver ID.
  • a State of Iowa vehicle registration card.
  • a State of Iowa voter registration card.
  • proof of Iowa Homestead credit on property taxes or mortgage.
  • a lease agreement, rent receipts, utility bills, or letter from the person whose residence you are residing in.

Documentation must be submitted at least 90 days prior to the beginning of the semester in which you are enrolling and should be submitted with your Request of Residency form. Your documentation and Request of Residency form will be filed in your permanent student record.

You will be notified if you are approved or denied for resident status by the Student Records and Registration office prior to enrollment. You may appeal a denial of resident status to the Vice President of Finance.

If you are participating in M-1, F-1, nonimmigrant student, J-1 exchange, or visitor programs you will be considered a non-resident.

If you provide misleading or incorrect information in an effort not to pay non-resident tuition and fees, you will be required to pay non-resident fees for each semester you were not classified as a non-resident.
